It is just a quick way for noObs. I use a way similar to what you posted. :D
I usually just make a 1x2 image, zoom in to 1600%, use a 1x1pixel square pencil and color in one half. Select all, edit, define pattern. WoOt! Scan line pattern.
using either way you can make all kinds of patterns. If you expand to, say, a 4x4 starting image you can make checkers. You can expand on all these ideas. Be creative.
