| Here is a quick and SIMPLE way to do scanlines for your images.
I am using PS 7.0, but this should apply to most versions.
Make an image 1 x 1 with a transparent background.
Press "D", then "X". This sets default colors to black (foreground) and white (background). Pressing "X" swaps the colors.
Choose EDIT > Fill... Foreground (fills the 1 x 1 image with all white)
Now go to IMAGE > Canvas Size... Make sure you are viewing the pixel numbers. It should show:
Height: 1
Width: 1
Increase the Height to 2.
Zoom in as much as you can so that you see half the image is now white, and underneath the white you can see the unfilled trasparent portion. Choose your Magic Wand Tool, and select the transparent portion. Now go to EDIT > FILL... Background color (this should be black).
Now hit CTR-A (select all). Go to EDIT > Define Patter. Name it "scanline".
Now open your other image up, create a new layer on top. Click EDIT > FILL... .choose pattern, and choose scanline for the pattern.
Now your scanlines cover your entire image. To blend them with the image below the scanlines, go to your Layers Palette and set blending mode to "Multiply".
Change the opacity of the scanline layer to your liking. Mine is set at 50%.
