1st. What version is it?
2nd. I believe this happened to me once.
3rd. If it is same problem I had then: In vsh Menu(press select in the psp main menu and it appears) in one it should appear like this.
M33 Vsh Menu
CPU Clock XMB (here it is supposed to be set in default)
CPU Clock Game (here it supposed to be also set in default)
USB Device (should be set to memstik)
UMD ISO MODE ( set in either M33 or normal)
ISO Video Mount (set to none)
It is usually a problem in the above if it is not set in the correct spot, my friend messed with my psp once made it really slow and it was because he messed with this. Of course I already fixed this.
