You're off a bit. HD has 2 main resolutions, but neither one you listed is close.
720P = 1280x720 - progressive
1080i = 1920x1080 - interlaced
NTSC = 648x486 - interlaced
I believe what they meant was that, for its size, it is a very high-resolution screen. Granted that resolution isn't mind blowing, but on something that small, it works great. And also, with that few pixels to push, the hardware has to work a little less to get good frame rates.
And technically, the PSP
IS progressive. Any LCD or Plasma type display panel is progressive just by its nature. The pixels on the screen are a set resolution (480x272), and are always on. When you watch a video on the PSP and its only in 4:3 format, the black bars on the sides of the video are just the pixels showing "black" while still on. You can't do interlaced video on an LCD panel. Interlaced video works on tube-style monitors and tv's because the electron gun that shoots the image can alter its resolution. But, LCDs are a set res, and always that way.
