I was betting that this would finally solve my problem, but apparently it didn't -- the adept skills (e.g. Sword Adept, Heavy Armor Adept, etc.) aren't included in the All Abilities Unlocked one  . I also had to unlock the Equip [insert equipment here] skills using the lores :\ Hopefully you can update with those? (Command Battle Boost, too)
...and yes, max AP too. It would be humiliating to see abilities mastered with 0 AP o_o |
